PHE, Drinkaware & public policy: reaction and debate continues

In the weeks since Public Health England (PHE) announced its partnership with Drinkaware for the 'drink free days' campaign, it has faced widespread criticism. The extent of the concern may have taken some, including PHE, by surprise. However, the fact it has raised the profile of debates about industry-Government partnerships may be seen by critics as an important repercussion.

An open letter expressing concern about the partnership has now been released, calling on UK public health scientists to sign and support its calls for PHE to “work with your Alcohol Leadership Board to formulate and publish guidelines for engagement with the alcohol industry and its associated organisations”. The letter argues the decision has led to significant “reputational risk to PHE’s status as a provider of impartial, evidence-based advice” and its authors are “alarmed by public statements from PHE” in response to concerns raised.

Alcohol labelling 'failing consumers' says Alcohol Health Alliance

The Alcohol Health Alliance (AHA) have launched a 'right to know' campaign calling for an end to the self-regulation of alcohol labels which it says is currently 'failing consumers'.

The campaign follows a review of 320 alcohol product labels across 12 UK locations which found 'only 24 labels out of 320 informed consumers of the Chief Medical Officers’ (CMOs) low-risk weekly guideline of 14 units, more than two and a half years after the guideline took effect.'

PHE partner with Drinkaware for 'Drink Free Days' campaign

Public Health England (PHE) has jointly launched a new campaign with the industry funded alcohol education charity Drinkaware to promote 'Drink Free Days'.

According to PHE, the campaign 'will be encouraging middle-aged drinkers to use the tactic of taking more days off from drinking as a way of reducing their health risks from alcohol.' It states evidence suggests 'that simple and easy ways of helping people to change their behaviour are the most effective, which is why Drinkaware and PHE have chosen to focus on Drink Free Days'.

A government-backed campaign to prevent inebriated passengers from boarding airplanes is being rolled out at ten airports – Gatwick, Stansted, Birmingham, East Midlands, Manchester, Glasgow, Aberdeen, Southampton, Bristol and Newcastle. The One Too Many initiative, where passengers will see warnings about alcohol consumption posted on digital display screens, will be shown in duty-free shops and leaflets handed out by the police. NUS Wales president Gwyneth Sweatman said Cardiff University's successful Alcoholics Anonymous (AA) meetings means they should be rolled out across all universities, reports the BBC. An AA trustee said the number of younger attendees at meetings was rising each year. However Professor Tony Moss Tweeted the article missed two important points; firstly that not all alcohol problems are dependence, and secondly that AA is just one form of support drinkers might seek.

Further calls for alcohol advertising regulation review as venue digital marketing examined

New research released by Alcohol Research UK says advertising regulation needs to be strengthened to better regulate alcohol marketing on social media. The new study finds social media presents 'new, and significant, challenges to the current regulatory regime' of alcohol marketing which is not able to keep pace with the changes in modern technology and advertising practices.

Fit for purpose? Report calls for review of alcohol marketing self-regulation

A new report released by Alcohol Concern explores the role of the Portman Group in the self-regulation of alcohol marketing and promotion, urging the Government to review the current "ineffective" framework as part of its forthcoming national alcohol strategy.

The Portman Group's Independent Complaints Panel adjudicates on complaints against the naming, packaging and promotion of alcoholic drinks in the UK according to its ‘Code of Practice’, which aligns with the relevant codes developed by the Advertising Standards Authority (ASA).

A forthcoming consultation on how alcohol is sold at airports has been reported. With increasing numbers of alcohol-related problems on flights and at airports over recent years, calls have been made to review the licensing exemptions at airports. A Home Office spokesperson said: “We will issue a Call for Evidence to assess the impact that an extension of the Licensing Act to airside premises at airports in England and Wales could have on reducing alcohol-related disruptive passenger behaviour.”

The “smoke and mirror” tactics of defence lawyers in drink-driving cases have been criticised by the government’s forensic science regulator, who has launched an investigation into the work of a number of expert witnesses. Guardian

Wine nation? Industry insights into drinking motives and trends

A major player in the UK wine market recently released a 2018 UK wine report, detailing insights into the nation's wine drinkers and what it sees as opportunities for developing the market.

Wine volume sales are down, but the value of spending is up. The report attributes this 'premiumisation' trend (in which quality is increasingly prized over quantity) to more health conscious consumers. However, the majority of off-trade wine is still sold for under £6 per bottle, and the largest 'segment' of wine drinkers are identified as 'newbies': those who 'know very little about wine and want to be guided when they shop'.
