- Mr Burrowes also asked Caroline Flint about prevalence of alcohol addiction, funding for treatment and when the effectiveness review would be published. On the funding issue she said:
We do not allocate specific funding to primary care trusts (PCTs) to support alcohol treatment. PCTs fund alcohol treatment out of their mainstream allocations. PCTs are responsible for assessing the needs of their local populations and commissioning services to address those needs within the limits of the funding available to them.
It is surprising she didn't mention the £15M for PCTs from April 2007. Should we be worried?
- Mr Burrowes also asked about funding for Alcohol Treatment Requirements. The minister said:
There is no specific funding to implement the Alcohol Treatment Requirement (ATR), which can be made part of a community order or suspended sentence order for adult offenders. Offenders subject to ATRs will be referred into mainstream alcohol treatment usually commissioned by local primary care trusts, as part of NHS provision.
Contract this with the corresponding situation for drugs, where court ordered treatment is well funded. No wonder we are not winning the battle on alcohol-related crime.
